China National Petroleum Corporation News (Reporter Cui Mo) On September 6, a reporter learned from the Beijing Municipal Environmental Protection Bureau that since August 20, the average concentration of fine particulate matter (PM2.5) in Beijing has reached the excellent level for 15 consecutive days. Particularly during the military parade on September 3, the average PM2.5 concentration across the city was only 8 micrograms per cubic meter. Behind this hard-won data is the important guarantee provided by many central enterprises, including China National Petroleum Corporation, as a special force.
“Protecting the blue sky” is not only a political task, but also an important test of the environmental protection work level of the group company. In accordance with the requirements of the Ministry of Environmental Protection and the specific plan for air quality assurance during the commemorative activities in seven provinces and municipalities including Beijing, Tianjin, Hebei, Shanxi, Inner Mongolia, Shandong, and Henan, the group company established a real-time command system for air quality assurance during the military parade, formulated the “Air Quality Assurance Work Plan during the Military Parade” and the “Emergency Response Plan for Heavy Pollution Weather”, detailing the assurance tasks to each boiler, each production area, each production line, and each station and depot.
On August 21, the group company's safety committee issued a notice, requiring units located in the seven provinces and municipalities including Beijing, Tianjin, and Hebei to actively implement the local government's requirements for air quality assurance, formulate and implement air quality assurance work plans during the military parade, ensure that all production operations are stable and under control, and prevent any safety and environmental accidents. At the same time, the group company's online monitoring center for pollution sources adopts a 24-hour duty system to closely monitor pollutant emissions. Since August 22, all 18 wastewater and exhaust emission outlets in the seven provinces and municipalities have met emission standards.
On the basis of achieving “zero coal burning” for industrial boilers in the Beijing-Tianjin-Hebei region, PetroChina Huabei and Dagang Petrochemical reduced the overall production load, completed desulfurization transformation of all catalytic flue gas, and reduced sulfur dioxide emissions by more than 30%. The two companies also systematically carried out comprehensive control measures for volatile organic compounds, established a leak detection and repair (LDAR) system, and completed the first round of leak detection and repair work. Hohhot Petrochemical carried out orderly shutdown and maintenance.
To further ensure environmental air quality, during the military parade, the crude oil processing load of PetroChina Huabei was controlled at around 80%.
After the Ministry of Environmental Protection launched the emergency response plan for air quality assurance in heavy pollution weather on August 30, PetroChina Huabei adopted strict management measures, and the production reduction measures met environmental protection requirements.
Sales companies in the seven provinces and municipalities of Beijing-Tianjin-Hebei and surrounding areas strictly followed the requirements of local governments, focusing on implementing oil and gas recovery treatment and refined oil quality control work, and organizing special inspections of oil and gas recovery at depots and stations. Beijing Sales held a mobilization and deployment meeting for oil depot directors and station managers, and various tasks such as prevention and diversion, hidden danger investigation, and emergency handling were deployed and implemented in place. The operation and management of oil and gas recovery facilities were standardized and met emission standards. According to the requirements of the Beijing Municipal Government, from September 1 to 3, depots stopped oil delivery, and 82 gas stations in 9 districts including Dongcheng District were closed for part of the day or all day.
Dagang Oilfield, Huabei Oilfield, and Jidong Oilfield strictly implemented the local government's requirements for ensuring air quality during the military parade, strengthened organizational leadership, strictly implemented responsibilities, and the shutdown rate of production heating furnaces in each oilfield reached more than 50%. At the same time, each oilfield strengthened road dust control and traffic management, and increased the frequency of road watering.
Since August 22, the group company's air quality assurance inspection team has conducted on-site inspections of oil and gas fields, refineries, and sales companies in the seven provinces and municipalities of Beijing-Tianjin-Hebei and surrounding areas, achieving full coverage of six oil and gas fields and refineries, and implementing on-site supervision of Dagang Petrochemical and Huabei Petrochemical. At the same time, the operation and management of oil and gas recovery facilities at 111 gas stations and one oil depot were inspected, achieving full coverage of key cities. The oil and gas recovery facilities at all gas stations and oil depots operated normally, and no exceeding emissions were found.
